The 6th Zhejiang University Xiong'an Development Forum was held in Beijing on the 22nd.

With the theme of "Happy Living City · Digital Intelligent Governance," experts discussed how the Xiong'an New Area can promote digital intelligent governance,improve urban quality,and enhance the sense of gain and happiness for the people.

Urban governance is a complex and multidimensional issue.

It is known that as a key area to promote the coordinated development of Beijing-Tianjin-Hebei,over the past seven years,the three new cities of Xiong'an New Area above ground,underground,and in the cloud have taken initial shape.

Public data shows that as of the end of August this year,383 key projects in the Xiong'an New Area have completed a total investment of 743.3 billion yuan,covering a development area of 190 square kilometers,with a total construction area of 44.76 million square meters,a total of 4,180 buildings,782.4 kilometers of roads,and 151 kilometers of utility tunnels.

Zhu Hui,Deputy Secretary of the Party Committee of Zhejiang University,said that the Xiong'an New Area has entered a stage where large-scale construction and the resolution of non-capital functions of Beijing are equally important,and the focus of work has shifted to high-quality construction,high-level management,and high-quality development.

Xiong'an New Area needs to build an innovative city and cannot be separated from interaction with Beijing.

Li Guoping,Dean of the Institute of Capital Development Studies at Peking University,said that the development of Xiong'an New Area must rely on innovation and build a new highland of global innovation.

The innovation-driven development of Xiong'an New Area must promote the linkage between Beijing and Xiong'an,and accelerate the construction of Xiong'an New Area into a new highland of global innovation.

Specifically,it is necessary to fully utilize the innovative resources of Beijing,arrange the industrial chain of Xiong'an around the innovation chain of Beijing,further clarify the industrial development positioning of Xiong'an New Area,and give full play to the main body position of the market in the construction of a new highland of global innovation.

Professor Dai Hongwei from the School of Economics at Central University of Finance and Economics pointed out that the coordinated development of Beijing-Tianjin-Hebei has entered a new stage of innovation collaboration,and the innovation of central cities leading the collaborative innovation of urban agglomerations is the future pattern of high-quality development of Beijing-Tianjin-Hebei.

Xiong'an needs to build an innovation network of industry,academia,and research,and a platform for the transformation of achievements,to become a highland of industrial innovation in Beijing-Tianjin-Hebei.

At the same time,the construction of the social security system in Xiong'an New Area is directly related to the happy life of the old and new people of Xiong'an and the social harmony and stability.

In particular,how to balance the social security benefits of the old and new people of Xiong'an,and ensure the smooth transition of the social security system in Xiong'an New Area,is an urgent problem that Xiong'an New Area needs to solve.

Jin Wei Gang,Deputy Dean of the Institute of National Institutions at Zhejiang University and Vice Chairman of the China Social Security Association,pointed out that there is a large difference in the level of social security development between Xiong'an New Area and Beijing.

Xiong'an New Area needs to improve the level of informatization and intelligence of social security public services,comprehensively improve the efficiency of social security public service governance,establish a social security service network system,optimize the social security business service model,and build a high-standard intelligent social security system.

Cai Lizhang,President and Editor-in-Chief of Hongqi Publishing House,believes that urban governance is a complex and multidimensional issue,which is not only related to the sustainable development of the city,but also directly affects the quality of life of every citizen.

Shi Minjun,Director of the Xiong'an Development Center at Zhejiang University,believes that it is necessary to improve the city development mechanism and social governance pattern of "people-oriented,integration of industry,city,and people",improve urban quality,enhance the sense of gain and happiness of the people,and help Xiong'an New Area to build a national model of high-quality development in the new era,a green and smart new city,and a happy city.

It is known that in the Xiong'an City Computing Center,more than 20 billion pieces of urban operation data are gathered together.

Every building,road,and pipeline in the real city will form a digital model that is twined with it on the network platform.

In the recently released first batch of ten typical cases of urban domain digital transformation in the country,the case of Xiong'an New Area "building a full-process data infrastructure and creating a digital twin city" was successfully selected...Yang Hongshan,Deputy Dean of the School of Public Administration at Renmin University of China,believes that the digital platform provides the macro physiological characteristics and overall picture of urban operation and development,provides a new interface for multiple subjects to carry out cross-border cooperation,and can effectively enhance the responsiveness and coordination of urban governance.

Agile governance based on the digital platform is a new form of urban operation management,based on new tools of big data analysis,building a new narrative,promoting "emergency conversion",and enhancing governance resilience.

Cai Liang,Executive Deputy Director of the Zhejiang University Blockchain Research Center and Distinguished Researcher at the Zhejiang University National Institution Research Institute,said that as a new type of production factor,data has the characteristic of "copying is owning"; there are still problems in the construction of China's data factor market,such as unclear definition of data property rights,imperfect data trading mechanisms,and immature data circulation technology.

Based on new technologies such as blockchain and privacy computing,a data factor space that is useful and integrated is constructed to create a new path for the marketization of data factors,starting from specific scenarios to form new industries,which can effectively promote the transformation of data from resources to assets and capitalization.

Wang Chen,Deputy Director of the Xiong'an Development Center at Zhejiang University,believes that Xiong'an New Area using media tools to tell the vivid story of the digital city is beneficial to the attraction of young talents,and breaking the data barriers between departments is the key to the digital intelligent governance of the city.

The construction of Xiong'an New Area cannot be separated from the effective support of new quality productive forces.

Wang Yuanfeng,Director of the Carbon Neutrality Science and Strategy Research Center at Beijing Jiaotong University,pointed out that new quality productive forces are advanced productive forces that are born from technological breakthroughs,innovative allocation of production factors,and deep transformation and upgrading of industries.

The development of new quality productive forces will deepen the multi-dimensional integration of manufacturing and service industries,and promote the development of new types of productive service industries.
